BSNL urged to improve service

ITANAGAR, Jul  17: Achung Yumlam led All Nyishi Youth Association (ANYA) has urged the BSNL authority to immediately improve  its mobile service in the capital complex in particular and all Nyishi dominated   area in general.

BSNL authorities has been providing both pre-paid and post paid connection beyond the capacity of mobile powers which resulted in poor mobile service, the  Association said. It added that the BSNL mobile service in Nyishi dominated areas like Seppa, Koloraing,Yazali, Sagalee etc is very poor.

The Association urged upon the BSNL authorities to   put restriction on new connection and install adequate mobile towers to mitigate the problems like poor network service, otherwise, it said, will compel to agitate under  the provisions of  Consumer Protection Act.    

 

ACRYA felicitation

ITANAGAR, Jul 17: The Arunachal Christian Revival Youth Association (ACRYA) has felicitated its meritorious members who have excelled in the CBSE class X and XII examinations 2011 at a glittering function held at Christian Revival Church Itanagar yesterday. The felicitated members were honored with citations, gift packs and cash awards to each.

The meritorious students felicitated on the occasion were Tate Nalo (Daporijo), Daniel Tayeng (Itanagar), Roto Yabo (Hapoli),Bater Taipodia (Likabali), Habu Jumsi (Chimpu), Tamuk Apang (Itanagar) and Laxmi Dodum (Gohpur) of Class XII and Techi Tayum (Palin), Bamang Yakup (Itanagar) Tilling Usha (Hapoli), Bommik Koyu (Itanagar), Charu Noni (Papu Nallah), Pepi Gongo (Daporijo) and Mardam Ete (Itanagar)of class X besides 23 others who scored above 70% were felicitated.

Attending the function as chief guest, Arunachal Pradesh Buildings & Other Construction Workers’ Welfare Board (APB&CWWB) Chairman Jalley Sonam  exhorted the students to be more dedicated and devoted towards their  studies and keep a well targeted ambition to excel in life.

Guest of honour of the function Dr. David Pertin, Vice-President  APCRCC & Assistant Registrar RGU, called upon the young achievers to maintain their spirit encouraged them to achieve more through determination and positive attitude.

Earlier, the APCRCC President Sama Dodum, APCRCC Secretary Evan. Tai Ete, ACRYA Secretary Domar Bomjen and Pastor Tomar Ete also spoke on the occasion.  The program was witnessed by hundreds of believers of the state, Govt. officers and public leaders.

 

Union displeased at absentee teachers

ITANAGAR, Jul 17: East Kameng Middle Zone Students’ Union expressing displeasure over the absenteeism of teaching staff said that few numbers of teacher are attending their duty in various school of middle zone and even some of these schools have no headmaster and teacher in-charge.

Besides these, there is shortage of school materials like furniture, black board, books, games and sports items etc in every school and even the government rules and regulation were not implemented by the concerned authority properly, it added and appealed the higher authority to look into the matter immediately.

 

Health camp at remote Yaglung

KOLORIANG, Jul 17: One day RCH camp was conducted at remote Yaglung village in Kurung Kumey District recently. Altogether 91 patients suffering from minor illness were treated and medicines were provided free of cost.

The camp was carried out by a medical team consisting Dr Taba Nima, Dr Menbom Mije, Dr Gimi Tang and ANMs Gebom Gadi, Byabang Martha & Bengia Juma and other paramedical staffs.

Dr Litum Bagra, DRCHO, Chamrak Jakub, DPM & Tai Tadi, DAM of Kurung Kumey District and  ASM, ASHA of Yaglung village also attended the camp.

Moreover, STI/RTI training of doctors, nurses and Laboratory Technicians were also conducted last month at Koloriang under the banner of District Health Society, Kurung Kumey District.

 

Condolence

ITANAGAR, Jul 17: The Managing Committee and Staffs of Dikrong LAMPS Ltd. have deeply mourned the sudden demise of  Sajal Sarkar, Sales Assistant, who died at his official residence at Doimukh on July 14 after prolonged illness. He was 39 and survived by his wife and two sons.    

In a condolence meeting, the Managing Committee and staff of Dikrong Lamps Ltd observed one minute silence and prayed almighty for eternal peace of the departed soul. They also conveyed deep sense of condolence to bereaved family to bear the irreparable loss.

 

Free medical camp

ITANAGAR, Jul 17: All Palin Chambang Yangte Gangte and Tarak Langdi Students’ Union has decided to organize free medical camp at Nyokum hall Palin from July 26-28 and at government higher secondary school, Palin from July 28 to 30.

 

Arunachal Bhavan out of bounds

ITANAGAR:  The Arunachal Bhawan, Shillong has remained closed since last month due to nonpayment of electricity and water bills to the State Govt.of Maghalaya.

Informing this, Arunachal Law Students Union (A.L.S.U) has urged the state Govt to immediately clear the pending amount to the Meghalaya govt to ease the problems of the visitors from Arunachal.

 

Citizens repair damaged bridge

ITANAGAR: The residents of Tigdo Colony, Upper Damsite, Naharlgun conducted social service today under the initiatives of Aniya Women Self Help Group, Tigdo.

During the day, they renovated the damaged hanging bridge over river Damsite nallah on self help basis.

Meanwhile, the SHG appealed to the Deputy Commissioner Capital complex, UD department and local MLA to visit the colony and take up necessary step for construction of proper road connectivity and a permanent bridge over Damsite nallah.

It informed that the temporary bamboo bridge is washed away during monsoon season every year and in this regard a memorandum was submitted to local MLA for construction of RCC Bridge and approach road year but no proper action was taken up till today.

CM, Speaker inspect civil secretariat work progress

NAHARLAGUN, Jul 17: Chief Minister Jarbom Gamlin accompanied by Legislative Assembly Speaker Wanglin Lowangdong, today made field inspection of ongoing construction of Civil secretariat building, Legislative  Assembly building at Itanagar and construction of MLA  apartments at Chimpu to get stock of work progress.

While visiting the construction site, both Chief Minister and Speaker told the nodal agency to speed up the work without further delay.

Chief Minister expected that building completes within the stipulated time frame. While the Speaker Lowangdong, expressed that Legislative Assembly building should be completed as early as possible since the existing area of assembly building at Naharlagun has been given for construction of Medical college. In view of urgency, he requested constructing agency to expedite the work and complete the Assembly building within  the given period of time.

The Chief Engineer (western zone), Er. T.H Tayung and his team of engineers briefed the Chief Minister and the Speaker on work progress and assured to complete secretariat building within March 31,2012 and also assured to complete assembly building at the earliest.

Later on, Chief Minister and Speaker visited ongoing construction of MLA apartments at Chimpu. The Chief Engineer (Urban Development  & Housing) Er.Taba Tadir, briefed on project summary and the progress of work to the Chief Minister and said that efforts are being made to gear up the work, so as to complete the construction within targeted period.

Parliamentary Secretary (UD & Housing ), Thangwang Wangham, Parliamentary Secretary (Transport ), Karikho Kri, Director(IPR) Leki  Phuntso and field staff and engineers were among those present. DIPR

 

Coordination meeting resolves to conduct school boundary mapping drive

ITANAGAR, Jul 17: A Coordination meeting of head of the Government Educational Institutions, Chairman of SMCs VECs and Educational Field functionaries under URCC, Naharlagun jurisdiction on School Administration and management was held at Naharlagun from July 15 and 16.

The house after rigorous discussion decided to conduct mass school boundary mapping drive, which will be carried out by field functionaries soon with the help of District authority and Capital Administration. All the Head of various institutions also decided to submit MPR and monthly information of previous month in the first week of succeeding academic month and to expedite data furnishing process as and when sought.

The house further stressed on the need of land utility in the Capital Complex schools by keeping multistory-building construction provision in the accord of civil work sanction and urged the District authority to provide prior information relating to civil work in the form of sanction order copy to field functionaries and school level authority to avoid misunderstanding amongst the contractor, field functionaries and school level authority.

Regarding RTE implementation, the house suggested for alternate provision on capitation fees till the RTE Act reaches its mature stage implementation. The house also appealed to the District authority to place the grievances before the competent authority for redressal and also urged to provide stationary items and readymade format of monthly MPR and others to minimize financial burden of the Head of institution. Earlier, addressing the gathering, Urban Resource Centre, Coordinator Nabam Hina Sera called upon the teaching fraternity to stick to work culture and urged them to perform assigned duty with devotion. He suggested for maintaining of cordial relation between head of the institution and Chairperson of SMCs VECs for conducive atmosphere in the school.

Papum Pare District Deputy Director of School Education Tana Tagu Tara, highlighted various provisions under RTE Act. However he acknowledged that now RTE is in infant stage and hence facing many problems in the process of implementation. He emphasized timely furnishing of school level data and information and school boundary mapping with proper allotment and urged the participants to extend full cooperation to field functionaries.

CCSC record big win in Tiger 7 Soccer Tourney

ITANAGAR, July 17:Riding on Gangte Rovi’s hattrick, Capital Complex Sports Club (CCSC) drubbed Dari Sports Club 6-0 in a lopsided match of the second State Level Tiger 7 Soccer Tournament at Rajiv Gandhi Stadium, Naharlagun, today.

Rovi scored in 13th, 22nd, 23rd and 51st minute before Miban Taku opened the floodgate for CCSC in 9th minutes of the match. Pani Raju netted a goal in 57th minute to complete 6-0 drubbing of the team.

Earlier, TTFC and ZUFC played out a 3-3 draw.

Teli Tangom (7th, 10 min.) and Tana Vishal (22nd min.) were the scorer for TTFC while the scorer of ZUFC were Jumli Gadi (29th & 35th min.) and Jini Jerang (45th min.).

CM holds consultations with ANSU and Nyishi Civil Society on ToI issue

ITANAGAR, Jul 17: In a bid to arrive at an agreeable solution to the situation arising from an article published in the Times of India in May this year, Chief Minister Jarbom Gamlin today held extended consultations with the ANSU and the Nyishi civil society, which also included legislators and senior community leaders. The NES stayed out of the meeting citing that it needed more time to deliberate amongst themselves.

Speaking on the issue, Gamlin said he fully empathized with the demands made by the ANSU and that his government has been taking all possible measures to assuage the situation, beginning with the discussions that he has held with the publications requesting them to publish an apology. Terming today’s consultations as critical, Gamlin said that it was important that we met today and ventilated our feelings. “If there has been a communication gap, we must work together to plug it. But as you can see from the documentation, the government has taken all possible measures to try and work out a solution.”

He said that there would be another round of consultations on the issue, which will be chaired by the Home Minister and hoped that the student body, as the future of the state, will come around to an agreeable solution. While emphasizing that there is a need to look at the larger picture, he said that the demand of the ANSU for the reporter to tender an apology must be followed up and the government on it’s part assures all support on this. He however, also appealed to ANSU, and other student bodies not to propagate bandhs as a way to resolving issues. “We will all work together to find a solution to this, as this is not just an issue of the Nyishi tribe but of the entire state.”

Opening the discussions earlier Home Minister Takar Marde gave a detailed update on the measures that have been taken by the State government since the filing of the FIR by the ANSU on the matter. He explained in pointed detail the sequence of events that led to the holding of the present meeting and expressed that the Advocate General of the state has been directed to represent the state in all hearings.

 On its part, the ANSU, led by its President Sikka Gapak and General Secretary Arjun Panye, reiterated that they were echoing the sentiments of the community and maintained the demands of the arrest of Pradeep Thakur. They both expressed that only an apology by him will satisfy the hurt sentiments of the people.

In the extensive deliberations, legislators from the community and senior leaders all expressed that an early settlement to the issue will be arrived at and that the culture of bandhs in the state will see an end as it negatively affects the life of a large number of people dependent on livelihoods.

 

Kesilu and Arpita emerge Outstanding Youth Library Activists

KGBV Wakro students lead Reading Promotion in Lohit

ITANAGAR, Jul 17: Kesilu Tayang of Apna Vidya Bhavan Wakro and Arpita Dwivedi, of Govt. Middle School, Tezu, both class VII students, have been declared the Outstanding Youth Library Activists of  Lohit, for the year 2010-11.

Both Kesila and Arpita were selected for the coveted award by VT-AWIC Youth Library Network, Lohit for their regular reading habits, inspired participation in Reading Promotion campaigns and training skills for guiding other students in skits and recitation activities.

Students from the Kasturba Gandhi Balika Vidyalaya (KGBV), Wakro led the honours list for their all-round spirited participation in the Reading Campaign conducted during the year in schools of Wakro and Chongkham circles.

Anju Tayang (KGBV Wakro), Purabi Nath ( Govt MS, Tezu), and Prabhavati Khamho (Namliang Govt MS, Chongkham) have won the Library Leader Award for their motivated and responsible guiding of team activities.

Jeenamsi Ngadong, Bialu Kambrai and Alikmai Kri (all class 7 students of KGBV Wakro) got the Young Creative Writer Prize for their articles published in different youth magazines during the year.

Himansi Yun (cl V, Govt MS, club Road, Tezu), Sonali Singh ( cl. V, Police Welfare Academy, Tezu) and Kesilu Tayang (cl 7, Apna Vidya Bhavan Wakro) won the Committed Young Library Reader Award.  The Library Network also lauded the 9 teams of young reader-activists, (8 from KGBV, Wakro and one from Apna Vidya Bhavan) for conducting 2 and a half month-long “vacation libraries” in Kanjang, Tissue, Tumba, Mawai, Karhe, Lamliang, Hooking, Pukhuri as well as APNE Library, Wakro, with a range of activities.

“The participation of such a large number of self-motivated volunteers deserves all appreciation and encouragement from the community and will be a model worthy of emulation in rest of Arunachal Pradesh”.

The Awards and prizes will be given away at their respective centres.

 

Bhanu Jayanti celebrated

PASIGHAT, Jul 17: The 198th birth anniversary of the legendary Nepali poet Bhanu Bhakta Acharya was celebrated as Bhanu Jayanti amidst fanfare in the Solung Hall, Pasighat on July 17.

The programme was organized by Nepali Sanskriti Suraksha Parishad (NSSP), Pasighat.

Nanom Jamoh, a prominent social worker and secretary, All Arunachal Congress Committee and retired IAS Officer Oshong Ering graced the occasion as Chief Guest and Guest of Honour respectively.

Fluent in Nepali language, Jamoh said that Acharya is popularly known as 'Adikabi' and remembered for his great contributions to Nepali literature. The Kavi has many literary works to his credit, who translated the epic Ramayana from Sanskrit to Nepali and was the first poet ably united all through Nepali language, Jamoh added.

He appreciated the Nepalese for organizing the celebration at Pasighat and stressed on the need of co-existence of different cultures in today’s modern world. While highlighting the contributions of Bhanu Bhakta to enrich the Nepali literature, she asked the gathering to imbibe in life the values taught by the great poet. Adding further, she said women could play pivotal role with active literary participation and supports in building up a knowledge based society.

Appreciating the organizer for protection, promotion and the safeguarding of the Nepali Literature till date, the Guest of Honour and prolific writer Ering said the community is making challenging progress all over the world in the field of literary. He exhorted the Nepali community to respect own culture, language and rich traditions.

Earlier A.K. Rana (President NSSP Pasighat) said identity of a community can only be preserved by strictly adhering to ones culture, language and traditions and modernization can be accepted without discarding own rich culture.

Who is to blame for mushrooming of organizations?

ITANAGAR, Jul 17: The state of Arunachal Pradesh is fast turning into a ‘land of associations and unions’. With each passing day, innumerable unions and associations are being formed. In fact these so-called unions and associations have become source of amusement among the citizens because of the funny names associated with them.

In the midst of fun and hullabo, majority of Arunachalee citizens are not trying to understand the cause for the formation of so many unions and associations in the last few years in the state.

What are the reasons that citizen prefer to be in group and try to fight against the system than taking on individual level?

 We can draw few possible reasons for mushrooming of these groups through simple analysis. First reason may be from security point of view.  In a state like Arunachal fighting against corrupt system individually is quite risky and dangerous approach. Many times people get targeted for raising voice against corruption.  Arunachal being sparsely populated state, it becomes quite easy for corrupt politicians or bureaucrats to trace out the individuals who dare to raise voice against their misdeeds. There have been instances when goons of corrupt politicians went to the extent of attacking people at their own private residence for exposing corrupt practices.

Such insecurity compels citizen to form union or association to raise voice against corruption.

“If we try fighting against corruption individually we will be targeted quite easily. However, when we are in group it won’t be easy for them to target us. In fact being in group we feel more secure and feel powered too,” shared one social activist.  Further he adds, “Also when we visit any office to seek information regarding corruption cases, the response of officials are very poor. Most of the time they completely neglect us and at times keep us waiting for months together. But when we visit offices in group with the tag of being member of any particular union or association we get better response.”

There is no doubt that elite section of Arunachal Pradesh who complains so much about formation of many unions and associations are, in some extent, to be blamed themselves for this mess.

“The elite section of society who gets maximum benefit from corruption always tries to stamp down the voice of poor citizen. In such a hopeless situation, poor citizens have no other option but to come under one umbrella and raise banner of revolt against corruption.  Let them keep complaining but Article 19(1)  of  Indian constitution give us right to form associations and unions,” said another citizen of  the  state capital.

It remains to be seen how many organizations are utilizing their ‘rights’ in right direction for well being of the people and the state.

Wasting the valuable time and energy

Dear Editor,

This is in response to the "A Protest", letter by Jumdak Basar published in the Readers Forum. Why the peoples of state are very confident about strikes and dharnas? By doing so they are wasting the valuable time and energy of the whole state. I don't really believe that strikes and dharnas alone can bring meaning full solution to every problem. Many a strikes have been undertaken and many more are to be seen.

I m still confused why the people, who pretend to be responsible and understanding, are wasting so much of time and energy of their own and state as a whole.

It is true that every one want to enjoy the right of "the son of the soil " by shifting the district headquarter to its hometown, even the people of the remotest places like Siberite or Tellam,or Riram villages will like to shift the same in their places if they are given a chance. But the district headquarter should be placed in such a location which could benefit the people of whole district in common.

It is worthless to fight against each other and condemn every society and organization regarding the above mentioned issue.

This will never lead to a peaceful/meaningful way of settling the issue. I would rather suggest the concerned people and authorities to take the democratic/constitutional way of solution, it would be better if a voting is done in the so called Lower Siang district regarding the same issue to know right choice of the majority.

Teacher’s recruitment and APPSC

Dear Editor,

This is related to the directorate of secondary education’s advertisement for recruitment of Senior Teachers published in your esteem daily. What has happened to the Govt. of Arunachal Pradesh?

Once, the Minister of education, Govt. of Arunachal Pradesh boasted of conducting Junior Teachers (J.Ts/TGTs) and Senior Teachers (S.Ts/PGTs) recruitment examination through Arunachal Pradesh Public Service Commission (APPSC). At that very moment, the Arunachal Teachers’ Association (ATA) claimed that they have achieved long felt demand for conducting J.Ts. and S.Ts. recruitment examination through APPSC. Even, unemployed citizens of our state started to praise the  Minister of education and department of education, Govt. of Arunachal Pradesh for that great decision.

Now, I would like to request Education Minister, department of education and APPSC to kindly give at least one genuine reason for not conducting S.T. recruitment examination through APPSC.

I also want to know the whereabouts of ATA and very much willing to know the reason behind their muteness on this matter.

Anyway, I thank department of education for the said advertisement and hopes for fair and impartial recruitment.

At last, but not the least, Kendra Vidyalaya, Jawaharlal Navodaya VidyalayaIa and even many states of our country has prescribed syllabus for recruitment of PGTs, TGTs and PRTs. Hence, I would like to ask the directorate of secondary education whether there is any prescribed syllabus for written examination for recruitment of STs?

And, whether maximum marks of concerned (specialized) subjects are 200 or 400?

In response to a clarification

Dear Editor,

This is in response to a clarification by Y.D. Thongchi, State Chief Information Commissioner, Arunachal Pradesh, published on 13/ 07/ 2011.

I am astonished to see that he has cooked up some old story of  his tenure as DC, Seppa, alleging me personally that I was taking revenge against him for his failure to allot a plot of land inspite of government approval in my favour. This is completely false and baseless.

Arunachal RTI Activist Forum taken stand basing on the charge of allegations against the officer holding the highest post in the Commission which must be free from politics, corruption, partiality and nepotism.

It is desirable, the officers and Commissioners appointed in such a highest and responsible position of Law must be honest and impartial.

Here I am acting as Chairman of Arunachal RTI Activist Forum which has a body of executive members.  The decision of bandh call was not my personal decision but a unanimous decision of the Forum.

I also want to clarify about  the so-called meeting between Y.D. Thongchi, myself and Bimal Welly, who is our brother in-law in his official residence, not for my land allotment but for a  Fair Price Shop licence. This particular licence was recommended by the Dept. of Civil Supply in favour of my wife but Mr. Thongchi ignored it, because of he did not know initially that I am related to Welly families. After knowing my relation to Welly families he promptly issued another Fair Price Shop licence in my wife's name which is running till date. Thanks for that licence, but this is also an instance of nepotism and favouritism and misuse of official position.

I have never applied for a plot of land at Seppa during his tenure.  If I at all applied for a plot of land during his tenure it must be by observing prescribed codal formalities but he has disclosed that he refused the same as Deputy Commissioner in spite of government approval.  This proves that he has instinct of misusing   official position at his whims.

From the clarification, it appears that he is diverting from the main issue.

This is not a personal allegation but by an authorised office bearer of the ARTIAF. He should not take it as my personal issue. The Forum wants that no corrupt and highhanded person should adorn the post of CIC. So, the Government must ensure that only clean, honest and impartial person should be inducted in the RTI Commisson.

Among other issues, the demand of lowering RTI fee from Rs.10/- per page to Rs.2/- per page., removal of Atum Welly as a Minister for his alleged involvement in appointment  of his own daughter and son using fake certificates, their immediate arrests for using fake certificates to obtain government job  and re-arrest of Sanjeev Tana,  prime accused in planting granade and pistol in the car of Payi Gyadi. These are issues related to law and justice.

So, there is no personal grudge on anybody. From the perusal of the clarification, it has emerged that Y.D. Thongchi has misused his official position during his service tenure  besides the tenure as Commissioner/Secretary, Deptt. of Arts and Culture.

There is also  involvement of one C.S. Jeinow, then Director of Deptt. of Arts and Culture as alleged by Y.D. Thongchi.  When a high profile officer like Y.D. Thongchi has been alleging against Jeinow, so, the Govt. must take action for termination of Jenow also within a short time. Otherwise the ARTIAF may call for another democratic action.  If C.S. Jeniew is innocent, he should also clarify his position and counter the allegation of Thongchi.

The fight of ARTIAF for justice will go on in public interest.

Lastly, I would like to ask one question to all learned citizens whether the person like Y.D. Thongchi should continue as State Chief Information Commissioner or not ?

This is frustrating

Dear Editor,

This is a letter of a frustrating aspirant for the APPSCCE. Let us recall the last exam conducted by the Arunachal Pradesh Public Service Commission 2010-11. As we all remember there were 1700 applicants whose applications were rejected due to unattested Photos or form filling up mishaps. There was a big ‘hue and cry’ over the issue to which the commission emotionally gave away.

This year too the great history repeats itself leading to postponement of the exam date. Civil Service examination is a competitive recruiting process which means a process of elimination through levels. So how can we compete if every time the commission keep coming to the rescue of the rejected applicants? This kind of ‘compassion’ has never been heard before in any top exams like U.P.S.C, S.S.C, C.D.S, and I.E.S or in any of our sister states Public Service Exam. I believe in fair chance to enlist oneself in this examination and I also believe that everyone should be given that equal chance but not a second chance? The APPSC is a reputed and the top most recruiting agency for our State government and we have seen fruitful results and fair selections in the past. Please release the DA

Dear Editor,

We would like to request Kurung Kumey DDSE to release our 6% DA. Almost all the DDSE's of different districts has already disbursed DA with the salary of June.

As the admission of our children in colleges and schools is going on we are facing lots of financial problems and this little amount i.e Rs.6500 to 8000 can greatly help us. Further, there should not be any cut on our 6% DA by the disbursing authority which is illegal according to govt. rules. Therefore, we highly request the concerned authority to look into the matter very seriously so that we can come out of financial problems.

Scientific breakthrough

 

The partners of people who have HIV can protect themselves from infection by taking a once-daily pill, two groundbreaking studies in Botswana, Kenya and Uganda have shown.

The discovery could bring work to combat Aids close to a "tipping point", experts say. Attempts to promote condom use to protect against HIV in the hardest-hit parts of the world, and particularly Africa, have hit cultural barriers and had limited success.

But now it appears that men or women who know – or suspect – their partner has HIV could protect themselves, secretly if necessary. The larger study, involving 4,758 discordant couples (where one has HIV but the other has not) in Kenya and Uganda, led by the University of Washington's International Clinical Research Centre, shows that those taking a single daily tablet of the Aids drug tenofovir had 62% fewer infections and those who took a pill combining tenofovir and emtricitabine had 73% fewer infections than those who took a placebo pill.

The drugs have few side-effects, which is important if they are to be given to healthy individuals. Both are made by Gilead, which has licensed their manufacture to generic companies in the developing world, allowing them to produce cheap copies – so this is a relatively inexpensive intervention.

WHO will be working with countries to use the new findings to protect more men and women from HIV infection.

Experts said that this is a major scientific breakthrough which re-confirms the essential role that antiretroviral medicine has to play in the Aids response. These studies could help us to reach the tipping point in the HIV epidemic.
